Modelled in Zbrush, Rendered in Zbrush + Scribble effects added in After Effects.

Scribble effect was made using a procedurally generated line effect, masked with some fractal noise, duplicated and inverted with a rotation on the second scribble layer - then combined and given a displaced warp to appear a bit less straight.
